Malta has initiated a unique national digital initiative by providing every citizen and resident with a year of free ChatGPT Plus access, contingent upon completing a literacy course developed by the University of Malta. This program, framed as placing Malta at the forefront of global technological change, is managed by the Malta Digital Innovation Authority, making it a notable case study for other nations. The deal, publicized on May 16, involves an estimated 574,000 eligible residents.

The initial funding for this digital switchover and AI adoption was allocated within Malta’s 2026 budget. Access is integrated through the nation’s eID system and extends to Maltese passport-holders residing abroad. Industry experts are closely watching this model, as it represents a comprehensive, nationwide consumer rollout.

Unlike previous, stalled government efforts, this structure mandates training, addressing the research finding that AI access without education yields inconsistent results. The initial cost to provide the service across the resident base is substantial, approaching $130 million USD for the year. The program’s design—linking usage to national identity and requiring training—gives it a structured, almost sovereign implementation feel.

While the initial rollout is well-funded, questions remain regarding the funding for subsequent years of the subscription. Furthermore, the rollout’s reliance on a single vendor for this national AI literacy program raises questions about future adaptability. Malta’s experiment positions it as a leading example of how a small economy can bolster its workforce against larger neighbors.
