Individual nations are leveraging this strength. Serbia, for example, has become a significant exporter of ICT services, bolstered by strategic infrastructure investments and the influx of skilled engineers. Kosovo has successfully redirected its tech focus away from domestic tenders toward international markets.

Meanwhile, Albania has seen its public services digitized, driving a notable increase in ICT service exports, particularly to clients in time zones that align with its own. Collectively, these efforts highlight a shift toward exporting advanced digital services. The Western Balkan nations are capitalizing on their operational robustness—their resilience—to provide reliable, high-quality IT services to global markets.
