Analysis of Britain’s role in EU enlargement has tracked its evolution from an “ardent champion” to a peripheral state following Brexit. Historically, London supported enlargement partly to prevent the bloc from consolidating into a deeply integrated federal union. When eight countries joined in 2004, Britain was quick to open its labor market to them, positioning itself as a strong advocate.

The departure of Britain has been noted for its impact on EU policy. Some observers suggest that without the UK’s influence, the Commission has leaned toward industrial interventionism, exemplified by recent legislation like the Net Zero Industry Act. Furthermore, the UK’s exit created a significant financial gap, shifting the burden of fiscal restraint to other member states.

In June, leaders from Albania and Serbia requested full voting rights and single market access, a request that has met with caution from the EU’s enlargement commissioner. Despite its political absence from key decisions, Britain maintains a distinct relationship with Eastern partners.

For Kyiv, London remains a crucial military and material friend, providing essential support. However, its geopolitical standing does not equate to a voting seat within the EU decision-making room, leaving its influence notable but decidedly absent from the core mechanics of EU policy.
